Wisconsin State Budget Signed on June 30

Governor Doyle used his veto power to change many provisions impacting our industry. One of the items in the budget relates to the State Prevailing Wage ( AB75-Final-6-29-09). A few highlights of the final language includes:

  • Now defines “direct financial assistance” as money in various forms, including TIFs and BIDs, but not IDBs;
  • Creates an exception for the Milwaukee Riverwalk District;
  • Exempts residential property that receive grants (the Governor vetoed an owner-occupant requirement);
  • Exempts affordable housing projects that contain a mixed use component (the way the Governor used his veto on this, it seems to require a retail, office or commercial component);
  • Exempts projects that receive less than $1 million in direct financial assistance; and
  • Sets an effective date of January 1, 2010, but doesn’t seem to “grandfather” TIFs or BIDs that exist on that date.
